Is my Brother's estate responsible?

My Brother committed suicide by sitting in his car (carbon monoxide) in the garage of a house he was renting. The owner of the house now wants compensation, as he claims he is going to sell the house and he must disclose the death to a perspective buyer. The owner feels this will reduce the number of interested party's, as he feels many people will not buy a house that someone died in. Does the owner have to disclose? California Thank you
